We also want to work with you to ensure that if a fire were to occur, damage is limited as much as possible and our firefighters can operate efficiently and safely. Buildings are inspected on an annual or biennial basis, depending on the type of business operating in the building. The Clearcreek Fire District participates actively in the plans review and acceptance testing process when new commercial buildings come into the district. In cooperation with the City of Springboro and Warren County Building Departments, the Clearcreek Fire District utilizes the provisions of the Ohio Building Code and the Ohio Fire Code. Omission by the plan author, plans review process, and/or the Fire Official of any detail does not eliminate the requirement for compliance with the Ohio Building Code and Ohio Fire Code.
Please anticipate the following requirements for your building project, where applicable:
- During construction, exits must be maintained and remain unobstructed in the building.
- During construction, access to the site must be maintained for the passage of emergency vehicles.
- No combustible material is allowed on-site until a permanent or temporary water supply and hydrants are installed. Temporary water supplies and hydrants must be approved by Clearcreek Fire District prior to installation.
- Fire department connections for sprinkler systems shall be within 75 feet of a fire hydrant. The fire hydrant must be at least 40 feet from the building. The location of fire department connections shall be approved by the Clearcreek Fire District.
- A fire main and hydrant may be required to be extended onto the proposed property. A hydrant may be required if a portion of the building is constructed more than 400 feet from a hydrant, as measured by an approved route around the exterior of the building. Fire hydrants and mains shall be provided and approved where required by the fire code official.
- The Clearcreek Fire District requires the installation of a Knox Box at the main entrance before completion of the proposed building. Please use this link for additional details. Knox Box
- Fire lanes may be required to ensure emergency access to the property. If fire lanes are required, fire lane signs meeting Ohio Department of Transportation regulations shall be installed a maximum of every 75 feet. The height of the signs shall be between seven and eight feet from the bottom of the sign to the fire lane pavement. The signs shall be unobstructed and visible from the direction of traffic travel.
- During construction, fire extinguishers must be present, maintained and readily available in the building. A fire extinguisher plan showing permanent placements must be submitted and approved by the Clearcreek Fire District. Placement and installation must be completed prior to final inspection.
- All fire alarm systems must have a remote enunciator panel installed at the main entrance to the building. - Building information including the occupancy load, use group, construction type, and square footage must be posted near the main entrance as specified by the Springboro and Warren County Building Departments.
- The numerical address must be posted above the main entrance, or in another approved location. In multiple occupancy buildings, the numerical address must be placed on the front and rear door of the structure. The numbers shall meet the requirements in the 2007 Ohio Fire Code Section 505.1, which states “New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers. Numbers shall be a minimum of 4 inches high with a minimum stroke width of 0.5 inch.”
NEW BUILDINGS LOCATED IN THE CITY OF SPRINGBORO, SITUATED IN MONTGOMERY COUNTY
- Fire hydrant components installed within the City of Springboro situated within Montgomery County shall meet the specifications of the Montgomery County Water Department. The number and location of hydrants installed shall be approved by the Clearcreek Fire District.
- Fire department connections installed in the City of Springboro situated within Montgomery County must have a 4” Stortz connection with a 30 degree downturn and include a cap attached by cable or chain. Fire department connections should be visible from the road and unobstructed at all times. If not visible from the road, signage shall be provided as approved by the Clearcreek Fire District.
NEW BUILDINGS LOCATED IN THE CITY OF SPRINGBORO, SITUATED IN WARREN COUNTY
- Fire hydrant components installed in the City of Springboro situated within Warren County shall meet the specifications of the City of Springboro Water Department. The number and location of hydrants installed shall be approved by the Clearcreek Fire District.
- Fire department connections installed in the City of Springboro situated within Warren County must have a 5” Stortz connection with a 30 degree downturn and include a cap attached by cable or chain. Fire department connections should be visible from the road and unobstructed at all times. If not visible from the road, signage shall be provided as approved by the Clearcreek Fire District.
- In the City of Springboro, all tests and inspections shall be scheduled through the Springboro Building Department by calling (937) 748-9791. The building department will coordinate the activity with the fire department, and a fire department representative may witness the tests.
NEW BUILDINGS LOCATED IN CLEARCREEK TOWNSHIP, SITUATED IN WARREN COUNTY
- Fire hydrant components installed in Clearcreek Township situated within Warren County shall meet the specifications of the Warren County Water Department. The number and location of hydrants installed shall be approved by the Clearcreek Fire District.
- Fire department connections installed in Clearcreek Township situated within Warren County must have a 5” Stortz connection with a 30 degree downturn and include a cap attached by cable or chain. Fire department connections should be visible from the road and unobstructed at all times. If not visible from the road, signage shall be provided as approved by the Clearcreek Fire District.
- In Clearcreek Township, all tests and inspections shall be scheduled through the Warren County Building Department by calling (513) 420-4290. The contractor will also need to contact the Clearcreek Fire District with the proposed date and time by calling (937) 748-2766.

The Clearcreek Fire District encourages all local businesses to consider installation of a Knox key box, as required in all new construction. In an emergency situation, timely access to a building can save both lives and property. The Knox box allows the fire district to have access to the building without property damage. For your security, access to the key box is strictly controlled. Each time the master key is accessed by a firefighter, it must be released and logged by the county dispatch center.
The key box is purchased by the owner of the building after completion of the Knox Authorization/Order Form, which can be obtained by contacting the Clearcreek Fire District at (937) 748-2766. Once obtained, the form is completed and sent to the Knox Company with payment by the building owner. The Knox box is then shipped open and unlocked to the owner and installed by the owner or a contractor hired by the owner. The key box should be installed near the main entrance of your building. Upon installation of the key box, the owner contacts the Clearcreek Fire District for placement of master keys into the box.
